einleitung
The institute is affiliated with the centre-right Partido Social Democrata (PSD). It is named after the first PSD prime minister of Portugal and was founded under the name IPSD (Instituto Progresso Social e Democracia).

During the first years since its foundation, the IPSD, worked almost exclusively through funding of German similar institutions (first that of the Liberal Party - Friedrich Naumann Foundation - and later the CDU - Konrad Adenauer Foundation).
